What does "Is this a community benefit program or project, if so for which census tract?" mean?

Community benefit is a term we use to refer to programs/projects that empower people and communities to design solutions to address their own unique needs. It is a concept we use in our Community Development Block Grant funding which identifies areas of service by census tract. If the proposed program does not limit service to a census tract then you may indicate that in your response.
