Manufactured Home, Factory Built Housing & Commercial Modular Unit Projects
There are multiple types of modular buildings and each has a different set of regulations and laws, is regulated by different agencies, and has different permit requirements. Please carefully read the details below to determine which type of modular unit your project consists of.
MANUFACTURED HOMES
Previously called mobile homes, these units bear the HUD label, are designed and constructed to the federal standards of the U.S. Department of Housing and Urban Development (HUD), and are governed by Health and Safety Code sections 18000-18806.
NEW INSTALLATION: Submittal Requirements (PDF). You must obtain a building permit from the City of Concord prior to installation.
After installation is complete you must surrender the Certificate of Title and(or) Registration and any HCD decals to the City of Concord Building Division. You must also complete HCD Form 433B and submit it directly to the Contra Costa County Assessor's Office.
ADDITIONS & ALTERATIONS: Submittal Requirements (PDF). Additions and Alterations require a permit from HCD, and HCD performs on-site inspections. If there is exterior work you must also obtain a building permit from the City of Concord.

FACTORY BUILT HOUSING
These units bear the HCD Insignia of Approval, are designed and constructed to the state standards of the California Department of Housing and Community Development (HCD), and are governed by Health and Safety Code sections 19960-19997.
NEW INSTALLATION: Submittal Requirements (PDF). You must obtain a building permit from the City of Concord prior to installation.
ADDITIONS & ALTERATIONS: Additions and Alterations require a permit from the City of Concord, but not from HCD. The process for a standard addition or alteration building permit is to be followed. See more details on the Permit Process Information page specific to your addition or alteration type.
COMMERCIAL MODULAR UNITS
Also called commercial coaches, these units bear the HCD Insignia of Approval, are designed and constructed to the state standards of the HCD, and are governed by Health and Safety Code sections 18000-18806.

MOBILE HOMES IN MOBILE HOME PARKS
