RESIDENTIAL Tenant Protection PROGRAM

On Tuesday, July 28, 2020, Concord City Council adopted the Residential Tenant Protection Program to be effective August 28, 2020, and allows for

  • tenant relocation assistance for no fault evictions that is equal to two times the current monthly rent or $5,000 (whichever is greater;
  • requires that a tenant be provided a written lease with the appropriate minimum lease terms of either 12 or 6 months; 
  • and sunsets on January 1, 2030. 

On July 1, 2021, a provision was added which requires all multifamily complexes of four or more units to annually register their rental units. Property owners are required to provide information on tenancy and rents.

Residential Rent Review Program 

On February 11, 2020, Concord City Council voted to eliminate the Residential Rent Review Program (RRRP). On July 7, 2020, Council voted to replace the RRRP with a Residential Tenant Protection Program (RTPP).
