Do you need help with rent or utilities?
Financial assistance is available from the State of California for income eligible renters and their landlords who have been impacted by COVID-19 and have past due rent or utilities, or who need help with upcoming rent or utilities.

City of concord rental assistance
The Coronavirus Aid, Relief, and Economic Security Act (CARES Act), passed by Congress in response to the economic impacts of COVID-19, allocated Community Development Block Grant (CDBG-CV) funds to the City of Concord to address issues faced by residents impacted by the pandemic. The CARES Act also established the Coronavirus Relief Fund (CRF) to respond to the public health emergency with respect to COVID–19. The City allocated the majority of these funds to Tenant Rental Assistance for tenants unable to pay their rent due to job loss, a reduction of hours or other economic impacts that are a direct result of the pandemic. Funds were also allocated to Tenant Legal Services to address issues and evictions faced by impacted tenants unable to pay their rent.
The Concord Tenant Assistance report details the assistance provided through September 30, 2021. The next report will be posted on December 15, 2021.
Please note, tenant rental assistance is currently available through the State’s Emergency Rental Assistance Program (ERAP), HousingIsKey.com.
Residential tenant protection program

On Tuesday, July 28, 2020, Concord City Council adopted the Residential Tenant Protection Program to be effective August 28, 2020, and allows for, among other things: relocation assistance for no-fault just cause evictions; requires that a tenant be provided a written lease with the appropriate minimum lease terms; and sunsets on January 1, 2030.
