Memorandums of Understanding (MOUs)

Most Concord employees are represented by a union for purposes of collecting bargaining. A Memorandum of Understanding (MOU) is a formal, signed agreement that serves as an addendum to the collective bargaining agreement. 

The different bargaining units represented by unions include: 

• The Administrative, Technical & Clerical (ATC) Representation Unit represented by Teamsters Local 856
• The Field & Operations (F AND O) Representation Unit represented by Teamsters Local 856
• Office and Professional Employees International Union (OPEIU) represented by Local 29
• The Concord Police Association Managers' Representation Unit ("PMA")
• The Concord Police Association ("POA")
