July 19, 2023

The paving portion of the Oak Grove Road Pavement Rehabilitation Project (Phase 3) (City Project No. 2557) began on Monday, July 10, and was complete by Monday, July 17. The project boundary extends from Oak Grove Road at Treat Boulevard to the Contra Costa Canal Trail. The paving process occurred in three phases, the first phase being removal of the 2” layer of asphalt, the second phase being 3.5” cold-in-place recycling (CIR) where the milled asphalt is mixed with an emulsified recycling agent, and the third phase being replacement of the top 2” layer with rubberized hot mix asphalt to provide a strong, long-lasting roadway. City Staff along with its Construction Manager, Zoon Engineering, worked with the Contractor, MCK Services, Inc. to minimize traffic impacts and complete the pavement rehabilitation on schedule. The remaining tasks on the project include traffic striping, loop installation, raising of utilities, and signage. The project is estimated to be complete by August 8.

With completion of Phase 3 of the Oak Grove Road Pavement Rehabilitation Project from Treat Boulevard to the Contra Costa Canal Trail, the City will have re-paved all of Oak Grove Road from one end to the other, including all intersections.


July 10, 2023

New curb ramp work at the Palm Lake Apartments entrance and on Santa Paula Drive has been completed to meet ADA accessibility requirements. The valley gutter replacement work has been completed at the Ygnacio Valley High School entrance to address ponding issues in the crosswalk, and minimal curb and gutter work was completed to address uplifted curbs and ponding.

Pavement rehabilitation of Oak Grove Road from Treat Boulevard to Contra Costa Canal Trail is starting this week, with an estimated duration of 6 days to complete the paving work. The method of pavement rehabilitation work is cold in-depth recycling (CIR), where the existing asphalt pavement is milled to a depth between 2 to 4 inches, mixed with cold milled material with emulsified recycling agent, and then spread, compacted, and overlayed with a new layer of hot mix asphalt to provide a strong, long-lasting roadway.

Please observe construction signage, and use alternate routes when possible to reduce traffic congestion. City Staff and the Contractor will be working diligently to minimize traffic impacts, with some night work scheduled to reduce traffic impacts. The signal lights will be put in flash mode at the intersection of Oak Grove Rd and Treat Blvd during night work. Temporary lane adjustments and closures will be made throughout the scheduled paving work.

Paving is expected to take place from Monday, July 10 through Monday, July 17. Expect delays on these dates between the hours of:

(7/10 – 7/13) Mon – Thurs: 5:00 a.m. – 7 a.m. Treat Boulevard to the YVHS entrance, 7:00 a.m. – 3:00 p.m. YVHS entrance to Contra Costa Canal Trail

JUNE 21, 2023

Concrete curb and gutter and ADA ramp replacement work has started this week. Minimal curb and gutter work is occurring on Oak Grove Road between Treat Boulevard and Contra Costa Canal Trail to address uplifted curbs and ponding issues. Curb ramps will be replaced to meet ADA accessibility requirements at the Palm Lake Apartments entrance and on Santa Paula Drive. Valley gutter replacement work will be occurring at the Ygnacio Valley High School entrance to address ponding issues in the crosswalk. The concrete work is expected to be completed before the July 4th Holiday. To minimize inconvenience, watch for signs and avoid the construction as much as possible. City Staff and the Contractor will be working diligently to minimize traffic impacts.

MAY 30, 2023

Notice to Proceed began last Tuesday, May 30.The Contractor on the project is MCK Services, Inc. The first order of work was potholing to identify potential utility conflicts underneath the surface for the proposed fiber optic conduit installation. Approximately 300 LF of conduit was installed through the boring method in front of the Oak Grove Shopping Center. Early this week, boring will continue across the intersection along Treat Blvd to the other side of Oak Grove Rd, as well as installation of pull boxes. Temporary traffic control and lane closures will be occurring between the hours of 9:00am–3:30pm.

Construction for the Oak Grove Road Pavement Rehabilitation Phase 3 Project (City Project No. 2557) is set to begin next Tuesday, May 30. Work is expected to last 2.5 months, with an anticipated completion date of Tuesday, August 8. The project will involve pavement rehabilitation on Oak Grove Road from Treat Boulevard to Contra Costa Canal Trail. Work will also include but is not limited to installation/upgrades of curb ramps, curb & gutter repair, new traffic striping, signage, and traffic curbs. 

Please observe construction signage, and use alternate routes when possible to reduce traffic congestion. City Staff and the Contractor will be working diligently to minimize traffic impacts.
