Development Review

Collaboration with private developers to ensure proposed improvements comply with all appropriate Federal, State, and City requirements and related engineering standards. Review Planning applications to develop mitigation measures and conditions of approval. Provide technical support to the City Council, Planning Commission and Zoning Administrator during the public review and application processing phases.

Subdivision Map Act

Review all subdivision map parcel merges and lot line adjustments for compliance with the State Subdivision Map Act and the City's Municipal Code. Review, condition and process proposed easements for recordation that are under City jurisdiction. Maintain a database of existing survey monuments within the City for use by public and private entities.

Encroachments in Public Right of Way

Responsible for the enforcement of the City's Encroachment Ordinance for any activity within a public right-of-way or easement. Review, conditions and process encroachment permit applications for compliance with all applicable Federal, State, and City requirements and related engineering standards. Responsible for inspecting construction in public right-of-way. Also responsible for monitoring temporary encroachments associated with oversized loads, news racks and sideway cafes.

Stormwater Pollutions Prevention

Review, condition, process, and inspect proposed public works construction for compliance with the Federal Cleanwater Act and the City's Stormwater Management, Grading and Erosion Control Ordinance. Enforce best management practices to minimize erosion and pollutants from entering the stormwater system.

Floodplain Management

Review proposed construction in FEMA-defined special flood hazard areas for compliance with Federal and City requirements to minimize the risk to property and the public due to flooding. Review and process requests to FEMA for changes to the existing floodplain or floodway. Issue Floodzone verification certificates for property owners, realtors, and insurance companies.
