  2. STUDY SESSION
    1. Study Session - on Economic Development. Presentation by Andrea Ouse, Director of Community and Economic Development, and Karan Reid, Director of Finance.

  3. PUBLIC COMMENT PERIOD
    This is a fifteen minute Public Comment Period for items within the City Council's subject matter jurisdiction that are not on this agenda. Each speaker will be limited to approximately three minutes. State law prohibits the City Council from acting at this meeting on any matter raised during the Public Comment Period.

  4. PRESENTATIONS
    1. Presentation - of Business Recognition Award to Jonathon Feit and Chris Witt of Beyond Lucid Technologies. Introduction by Pedro Garcia, Economic Development Specialist; presentation by Mayor Birsan.
    2. Presentation - to City Clerk's Office staff declaring the week of May 6 - 12, 2018, as "City Clerks' Week" in the City of Concord. Introduction by Mayor Birsan.
    3. Presentation - by John Gregg, Convoy of Hope, on the Convoy of Hope event held Saturday, April 28, 2018. Introduction by Mayor Birsan.

  6. CITY COUNCIL CONSENT CALENDAR
    The public is entitled to address the City Council on items appearing on the Consent Calendar before or during the City Council's consideration of the Consent Calendar. Adoption of the Consent Calendar may be made by one motion of the City Council, provided that any Councilmember, individual or organization may request removal of an item from the Consent Calendar for separate consideration. If a request for removal of an item from the Consent Calendar has been received, the Mayor may defer action on the particular item and place the same on the regular agenda for consideration in any order s/he deems appropriate.

    1. Considering - approval of the minutes from the meetings of March 24 and 27, 2018. Recommended by the City Clerk.
    2. Considering - adoption of Resolution No. 18-36 increasing the maximum grant and loan amounts and reducing the contractor retention for the Housing Rehabilitation Grant and Loan Program. Recommended by the Director of Community and Economic Development.
    3. Considering - adoption of Resolution No. 18-39 supporting Proposition 68: The California Clean Water and Safe Parks Act. Recommended by the Director of Parks and Recreation.
    4. Considering - approval of a Professional Services Agreement with Brown and Caldwell in the amount of $235,452 to provide preliminary studies and related services for the Citywide Sewer Condition Assessment Study (Project No. 2208), subject to the approval of the City Attorney, and authorizing the City Manager to execute the agreement. Recommended by the Director of Community and Economic Development.

      CEQA: Not a "project" under CEQA Guidelines 15060(c)(2) and 15378; in the alternative, is exempt pursuant to Section 15061(b)(3).
    5. Considering - adoption of Resolution No. 18-41 opposing the Tax Fairness, Transparency, and Accountability Act of 2018. Recommended by the City Clerk.
    6. Considering - adoption of City Council Policy and Procedure No. 178 - Legislative Advocacy Program and Platform. Recommended by the Assistant City Manager.
    7. Considering - authorizing the City Manager to enter into an agreement in an amount not to exceed $36,000 with Godbe Research for community surveying services. (General Fund) Recommended by the Assistant City Manager.


  7. CITY COUNCIL CONSIDERATION ITEM
    The public is entitled to address the City Council on items appearing on the agenda before or during the City Council's consideration of that item. Each speaker will be limited to approximately three minutes.
    1. Considering - enrollment in MCE's "Light Green" or "Deep Green" programs or opting-out to remain with PG&E for the City's municipal electricity accounts. Report by Coleman Frick, Associate Planner.

      CEQA: Not a project under Public Resources Code Section 21065, 14 Cal Code Regs. Section 15060(c)(3), or Section 15378.


  8. CITY COUNCIL PUBLIC HEARING
    Persons who wish to speak on Public Hearings listed on the agenda will be heard when the public hearing is opened, except on public hearing items previously heard and closed to public comment. After the public has commented, the item is closed to further public comment and brought to the Council level for discussion and action. Further comment from the audience will not be received unless requested by the Council. No public hearing shall commence after 10 p.m. unless approved by majority vote of the City Council.
    1. Considering - adoption of Resolution No. 18-40 adopting the Capital Budget for Fiscal Years 2018-19 and 2019-20. Report by Kevin Marstall, Interim City Engineer.
