Concord receives Notices of Interest for surplus base property
CONCORD, CA - (Sept. 28, 2007) In response to the March 30 Notice of Interest (NOI) announcement, the Concord City Council received 11 proposals for homeless assistance programs and public benefit conveyance (PBC) for the surplus property at the closed Concord Naval Weapons Station. The deadline for submittal was September 26.
The Navy declared approximately 5,000 acres on the inland area of the weapons station as surplus property on March 6, 2007. The Concord City Council was appointed as the Local Reuse Authority (LRA) for the property and is in the process of preparing a community-based reuse plan for the site. Qualifying proposals will be considered as part of that process.
Base closure law mandates that the Concord Community Reuse Plan include homeless assistance balanced with the economic needs of the community. State or local government agencies, representatives of the homeless, private non-profit organizations that provide or propose to provide services to homeless persons and/or families residing in the vicinity of the CNWS, and other eligible parties, including collaborative groups of eligible parties, were eligible to submit NOIs for homeless assistance programs. Proposals were received from:
- Anka Behavorial Mental Health for training and employment programs for homeless individuals on an off-site location
- Contra Costa Countywide Homeless Collaboration, which includes eight concepts from multiple organizations for housing, a variety of services and food distribution for low income and homeless individuals on approximately 50 acres
- East Bay Asian Local Development Corp. and Rubicon Programs for 300 multi-family housing units on nine acres
State and local government agencies and eligible not-for-profit organizations were eligible to apply for the surplus federal property via a public benefit conveyance. PBC requests were received from:
- California State University East Bay - 415 acres for a college campus
- Center for Adaptive Learning - facilities and residential units for adults with neurodevelopmental disabilities
- Concord Historical Society - approximately 12,000 sq. ft. for the Concord History Museum
- Contra Costa County Sheriff’s Department and Contra Costa County Fire Protection District - 110-120 acres for a joint first-responder training and emergency management complex
- Contra Costa Veterans Foundation - 40 acres for Contra Costa Veterans Park
- East Bay Regional Parks - approximately 3,000 acres or size to be determined for urban regional park
- Habitat for Humanity East Bay - four acres for 60 self-help residential units
- Mercy Housing – 30 to 40 self-help housing units on six acres
